Russia and the United States resumed consultations on strategic stability. The next round of talks was held on 22 June in Vienna. The focus of the observers -- the fate of the start-3 Treaty, which, in essence, keeps the country from the prospect of a new arms race. In these circumstances, Washington again took a shot in the direction of Beijing, which does not meet the requirements of the United States to join the negotiations.
